The Centre for Environmental Policy and Advocacy (CEPA) is a non-profit research and advocacy organization with 22 years of operation, registered in 2002. CEPA is a think tank that provides advice and conducts research on policies and legislation relevant to Disaster Risk Management, climate change, environment and natural resources management. The vision of CEPA is “a just and equitable society that promotes sustainable development.” The mission is to be a thinktank and advocacy institution promoting sustainable environment and natural resources management.

  • Herbert Mwalukomo

    Executive Director

    Herbert Mwalukomo has over 20 years’ experience in environmental management planning, training, research and advocacy. Herbert is the Executive Director at Centre for Environmental Policy and Advocacy (CEPA). He has worked for various local and international organisations including serving as the African Regional Facilitator for the Southern Voices on Climate Change, a coalition of climate policy networks in the global south. Over the years, Herbert has carried out research, developed and implemented programmes in disaster risk management, biodiversity, climate change, land and natural resources. Herbert led the Malawi research team for the Beyond Barriers research project on localized humanitarian response. He holds a Master of Science Degree in Geography and Environmental Studies from the University of Witwatersrand, Johannesburg.

  • Dr. Stern Kita

    Humanitarian Specialist

    Dr. Stern Mwakalimi Kita is a seasoned professional in Disaster Risk Management (DRM) and Climate Change Adaptation (CCA), food security and social protection, boasting a rich academic background with a Ph.D. in Geography (Disaster Risk Reduction and Climate Change Adaptation) from the University of Sussex, UK, complemented by extensive practical experience spanning over two decades. His career includes serving as Chief Mitigation Officer in Malawi’s Department of Disaster Management Affairs and as the National Programme Manager for the United Nations Human Settlements Programme in Malawi, where he led projects funded by international donors such as the Adaptation Fund and the European Union.

    Dr. Kita's expertise extends to academia, where he currently serves as an Assistant Professor at Rabdan Academy in the United Arab Emirates, specializing in Integrated Emergency Management and Business Continuity Management. With a strong commitment to capacity building, Dr. Kita has conducted multiple consultancy assignments for UN agencies, international financial institutions, government and NGOs in various aspects of DRM, CCA and social protection. His dedication to research, consultancy, and publication in prestigious journals underscores his commitment to advancing knowledge and best practices in the field.
