The armed conflict in Syria has persisted for over a decade. In recent years, the large-scale military conflict has mostly abated as government forces have retaken control over most of the country. However, regular flare ups of violent conflict continue in Northwest Syria (NWS), particularly in the Idlib and Aleppo governorates, perpetuating the humanitarian crisis and complicating access to basic needs such as food, water, medical care, and shelter. Since 2011, significant numbers of new Syrian NGOs have been created to tend to the humanitarian situation in the country. Given the significant flow of refugees to Türkiye since 2011, many of these new NGOs have been created in Türkiye. The engagement of the UN agencies with the new Syrian NGOs and INGOs to support the affected civilians in the non-governmental controlled territories allowed the official activation of the cluster system from Türkiye as well as the establishment of OCHA’s Türkiye-based pooled fund.
