Project Tools

A series of operational tools has been developed by the Beyond Barriers project team to support humanitarian organizations in overcoming some of the most common barriers to locally-led response under the themes of funding, human resources, and partnership. Each operational tool is downloadable and accompanied by a guidance note with general guidelines on application, target audience, and best practices. Please note: the tools are in draft form. They will be validated and updated in the coming months by humanitarian practitioners in several contexts to ensure appropriateness and applicability.

Beyond Barriers Trust in Partnership Tracker
The Trust in Partnership Tracker is used to assess the foundations of trust between partners and to better diagnose the actions that build and break down trust. Divided into 4 main categories with accompanying actions that contribute to the development of trust, the Tracker is a tool that encourages teams to self-reflect and can be adopted for use during various stages of partnership.

Beyond Barriers Locally-Led Funding Tracker
The Locally-Led Funding Tracker is used to measure the effectiveness of humanitarian funding in achieving locally-led responses. Drawing on both quantitative and qualitative indictors to produce a localization score, the Tracker is designed to be used by various humanitarian actors.

Beyond Barriers Quality of Funding Score Sheet
A component of the Locally-Led Funding Tracker, the Quality of Funding Score Sheet can also be used as a standalone tool, targeted towards local and national actors. Broken down into several categories, the score sheet measures the level of localization based on USAID’s Locally Led Programs Indicator, including leadership and participation in the design, implementation, and monitoring and evaluation of a given humanitarian response.

Beyond Barriers Locally-Led Action Tool
A component of the Locally-Led Funding Tracker, the Locally-Led Action Tool can also be used as a standalone tool, targeted towards local communities, both recipients and non-recipients of humanitarian assistance. Broken down into several categories, the score sheet can be used to measure the level of localization based on USAID’s Locally Led Programs Indicator, including local communities’ level of leadership and participation in the design, implementation, and monitoring and evaluation of a given humanitarian response.
