The Democratic Republic of the Congo (DRC)

Created in 2015 by Mr. Emmanuel Muzigirwa Muke, "Innovations & Social Entrepreneurship "IES" is a Think-Do-Tank under Congolese law specializing services delivery in (a) Research, (b) Monitoring-Evaluation and Learning, (c) Data Collection and Third-Party Monitoring, (d) Partnership for Project Implementation and (e) Strategic Communication. IES is committed to helping its clients and partners meet the socio-economic development challenges they face, and improve their management by making decisions based on irrefutable evidences.

With permanent representation in three provinces (North Kivu, South Kivu and Ituri), IES has its own IT-equipped office in Goma (North Kivu) and a field office in the Kolwezi (Lualaba). Held by multidisciplinary and multilingual researchers, scholars and practitioners IES delivers high quality deliverables with pragmatic and realistic recommendations.

With its multidisciplinary team of experts assisted by local enumerators well distributed across the 26 provinces of the the Republic Democratic of Congo (DRC) and equipped with a functional call center for Computer-Assisted Personal Interviewing (CAPI) surveys in the four national languages (Kikongo, Lingala, Swahili, and Tshiluba) and its collaboration with universities and civil society organizations, IES has a unique capacity for deployment in the DRC, covering towns, villages and remote areas, including fragile security zones. IES takes full advantage of the latest technologies and applications for data collection and analysis, whether quantitative (SPSS, R, Stata), qualitative (MAXQDA, Nvivo, Dedoose, IES-RT MEAL) or geospatial (Q-GIS and ArcGIS).

In the last three years, IES has carried out 89 consultancy assignments, including 51 evaluations for sectoral and multi-sectoral projects. Of these, 40 (45%) were carried out for USAID projects. The missions were carried out in 19 of the DRC's 26 provinces, in partnership with over 20 international non-governmental organizations and various donors. Therefore, seeking to address these shortcomings by prioritizing the involvement of local stakeholders, contextualizing indicators, and building local capacity for evaluation, IES has become a pioneer and a key local actor in localising Monitoring, Evaluation and Research in DRC. This involves adapting evaluation methods to suit local contexts, training local evaluators and enumerators, and fostering partnerships between international and local actors.

  • Emmanuel Muzigirwa Muke

    Founder and Managing Director of Innovations & Entrepreneuriat Social (IES)

    Emmanuel Muzigirwa Muke is a leading Monitoring and Evaluation Specialist with 15 years of experience, demonstrating a profound ability to design and implement comprehensive M&E strategies in a number of sectors including stabilization, public finance, education and civil society. As Deputy MEL Coordinator for M&E of stabilization funds in the DRC for UNDP, Emmanuel led the design of M&E systems for projects funded by the FCDO and USAID. Emmanuel utilized innovative approaches including Third Party Monitoring and Data Quality Assessment to drive accuracy, reliability, and timeliness in reporting. As Technical Director and MEAL Expert at IES Congo, he has coordinated and led the design of numerous evaluation missions for donor and NGO partners, including Concern Worldwide, UNDP, Mercy Corps, Trocaire and USAID.

    Emmanuel’s extensive experience includes the evaluation of public interventions in fragile settings. His work in evaluating the impact of the performance-based financing approach in the education sector in South Kivu funded by the World Bank, demonstrates his ability to navigate and assess complex interventions in challenging environments. Moreover, Emmanuel's collaborative approach is evident in his engagements with public sector stakeholders and civil society actors, having held a number of positions that required close collaboration with diverse partners, ensuring harmonization and alignment with international strategies.

    Emmanuel is a PhD student in economics at the University of Valladolid (Spain) and the founder and the Managing Director of Innovations & Entrepreneuriat Social (IES), a Democratic Republic of Congo (DRC) Monitoring-Evaluation and Research consultancy firm.

    He has over 15 years of experience in the humanitarian and development sector in the DRC. After having worked for several international non-government organizations (INGOs) and consulting firms (2008-2018) as Researcher and/or evaluator, he worked for more than 3 years at the United Nations Development programme (UNDP) as a National Expert in Monitoring-Evaluation and Research (2018-2021). In DRC, he is consulted by numerous INGOs and international consultancy firms.

  • Gang Karume B. Augustin

    MSc Environmental Studies, Consultant Indépendant

    Gang Karume is native of the Democratic Republic of Congo and has nearly 3 decades of humanitarian and development work experience in both operations and programmes. He has worked in many African countries including Chad, Sierra Leone, Central African Republic, South Sudan, Ivory Coast, Burundi, Congo Brazzaville... in varied roles including Country Director, Regional Operations Director and Emergency Operations Director. Gang Karume has an exceptional knowledge of the Great Lakes region. He is currently supporting a national non-profit organisation Rebuild Hope for Africa (RHA) as Technical Advisor (part-time) and recently spearheaded a countrywide mortality survey in Central African Republic. He has contributed to multiple studies with reputed institutions including the LSHTM, Columbia University, Tufts University. He also teaches Humanitarian crises management and Supply chain management courses at the Catholic University of Bukavu, DRC. He is finally at his second year of PhD courses in Biodiversity conservation.
