  • Nouradin H. Nour

    Policy, Planning & Research Director

    Project Involvement

    Mr. Nouradin led the entire research process and team, including methodology development, data collection and analysis, report writing, and communication with stakeholders. He was responsible for ensuring the quality of team member contributions.

    He reviewed the quality of the evaluation process and the evaluation deliverables, including inception, draft, and final evaluation reports. He supported the entire evaluation process, was responsible for submitting outputs in a timely manner, and coordinated with the localization expert and the field team.

    About Nouradin Nour

    Nouradin H. Nour is a seasoned Program Manager, Research Methodology Expert, and Policy Specialist with extensive experience across various sectors, including government, non-governmental organizations (NGOs), and policy think tanks. Currently serving as the Methodology Specialist and Research Director at New access Consulting since 2019, Nouradin has led numerous impactful research projects, for numerous donors and organizations including USAID, Worldbank, FCDO, ECHO, SIDA and others. Nouradin has a robust skill set in program development, policy formulation, project management, and financial analysis, combined with strong leadership and strategic thinking abilities. His technical skills encompass coding in Python, R, and Matlab, data visualization with Tableau, and proficiency in qualitative and quantitative data analysis tools such as NVIVO, SPSS, and STATA.

    Nouradin spent over 10 years managing, directing and monitoring national programs for the government of Somaliland. He led program development for new and enhanced national programs using best practices, logic models, evidence and partner engagement, he also led reviews of existing portfolios and programs against evaluation criteria and performance measures and provided recommendations for improvements. He has significant experience developing and implementing legislation, regulations and policies. Multiple Senior Policy Advisor roles, including corporate policy and executive support.

    Academically, Nouradin holds a Master of Science in Research for International Development from the University of London, School of Oriental and African Studies. He also earned a Bachelor of Arts with Honors in Development Studies, minoring in Political Science, from Admas University Ethiopia and a Bachelor of Arts in Public Financial Accounting from the Civil Service Institute in Hargeisa.

  • Mahamed A. Gure

    Technical Specialist

    Project Involvement

    Mr. Gure took the lead on the aspects of localization of humanitarian action in Somalia. He worked closely with the team leader throughout the entire evaluation process, including methodology development, data collection, analysis, and report writing. Furthermore, Mr. Gure co-led stakeholder workshops in January-February in collaboration with Mukhtar. He was responsible for producing and leading the literature review on Localization in Somalia, as well as performing technical backstopping for the different reports produced for the assignment, and providing advice and comments throughout the evaluation process.

    About Mahamed Gure

    Gure is a Statistician, Researcher, Evaluation, and Institutional development expert with over 17 years work experience in designing and implementing technical research, data analysis, designing and leading multi-sectoral assessments, monitoring & evaluation of projects/programs, and institutional development which demonstrate considerable expertise within the areas of: rural development, resilience, food security, livelihoods, governance, integrated emergency programmes (health, nutrition, multi-purpose cash assistance, WASH, protection, and shelter), education, community driven development projects, social and market research, policy development, and capacity building in the Horn of Africa. He holds a master’s degree in Biostatistics from Kenyatta University with Bachelor of Science Degree in Statistics from Moi University, diploma in Project Management from the Kenya Institute of Management, and certificate in Political Economy Analysis in Action from the Policy Practice, UK. He is currently pursuing MA in Development Studies at Mount Kenya University (working on the final project).

    He is well equipped with the application of participatory methodologies based on DAC/OECD indicators (Relevance, Effectiveness, Efficiency, Impact, and Sustainability) with a keen interest in mainstreaming community participation and other cross-cutting issues such as gender, safeguarding, community participation, environment, climate change and Disaster Risk Reduction. He is the founder and currently serving as the Director/Lead Consultant at Research Policy and Analysis (RPA) Consultants Limited and has worked with various organizations. conversant with the requirements and guidelines of major donors like USAID/BHA, EU, FCDO, GFFO, ECHO, DFAT, CIDA, SIDA, SDC, and AICS. He developed capacity of grassroots structures on research, M&E, leadership, governance, gender equality and inclusion of the excluded groups in some of the federal member states in Somalia.

    He worked with the Ministry of Planning, Investment and Economic Development (MoPIED) as Planning, Monitoring and Evaluation (PM&E) Consultant and built the capacity of M & E staff of MoPIED, planning and policy units of key line ministries of the Federal Government of Somalia and those of Federal Member States (FMS). He supported the Somali National Statistical Capacity building project for the Directorate of National Statistics at Federal level and Statistics Department at State level. He has also worked with Internews Network as Monitoring and Evaluation Consultant in the design, implementation, and monitoring of Dadaab Humanitarian Information Services (DHIS). He also worked with Agency for Technical Cooperation and Development as an Appraisal, Monitoring and Evaluation Manager for Somalia program and took a lead role in leading assessment in Somalia as well as developing the program strategy for Somalia. He has also worked with International Rescue Committee (IRC) in the Kenya Post Election Emergency Response Program both as sector head and Field Manager/head of field office tasked with coordinating a recovery program. He has worked with the Kenyan Government at the Ministry of State for Planning National Development and Vision 2030 in the Rural Planning Directorate as District Field Operations Officer.

  • Mukhtar Mohamoud

    Managing Director

    Project Involvement

    Mr. Mohamoud contributed with local context expertise and with data contextual interpretation and worked closely with the rest of the team, playing a key role in the field visits in Somalia. He supported the team with desk research during the inception and data collection phases, led all field data collections, and conducted interviews.

    About Mukhtar Mohamoud

    Mr. Mukhtar is the Managing Director of the New Access Consulting, with more than Eight years of experience in project evaluations. Prior New Access Consulting Mr. Abdulahi has served as a national consultant in different international and national consulting firms where he participated multi project evaluations for the organizations such as USAID, UNICEF, UNDP, IOM, Save the Children, Oxfam, Care International, PSI, the Norwegian Refugee Council, SOS Children’s village, Save the children as well as Concern Worldwide as lead consultant, assistant consultant and Filed research. Mr. Abdulahi has managed and trained researcher, enumerators/teams, oversees Research Teams in the field, providing technical and logistical support on some of the largest and most complex projects across the country. He can facilitate and deploy both qualitative and quantitative participatory, Mr. Mukhtar has extensive project evaluations experience where he worked with project evaluations of many clients. He provides in-depth and contextualized expertise and local insight, drawing from his varied professional experiences and strong managerial abilities, management skills. It’s worth mentioning that Mr. Abdulahi can work in an environment with multi diverse culture.

    Mr. Abdulahi holds a master’s degree in international Cooperation and Humanitarian Aid from the Humanitarian Aid Studies Centre in Almeria, Spain, a Bachelor’s in Business Administration from Hargeisa University, Higher Diploma in Education.
